Community Television (LMC-TV) was founded in 1983 as a non-profit
corporation organized under section 501 (C) (3) of the United States
Internal Revenue Act. The purpose of the organization is to make
communication training facilities, equipment and channel space available
on an open, non-discriminatory basis to Larchmont and Mamaroneck
community members.
LMC-TV is governed by a nine member Board of Directors that meet monthly to determine company policy, provide support and guidance to the Executive Director, and help raise funds for the operation of the organization. The Board of Directors is composed of community members chosen by itself. LMC-TV is run on a day to day basis by the Executive Director and staff.
Major funding for LMC-TV comes from the Larchmont - Mamaroneck Tri-Municipal Cable TV Board of Control. The Board of Control was organized by the Villages of Larchmont and Mamaroneck, and the Town of Mamaroneck to administer the franchise agreement between the municipalities and Cablevision - the cable provider for Larchmont - Mamaroneck.
LMC-TV volunteers produce nearly a thousand hours of
local communitytelevision each year. Staff produces a limited number
of productions (mainlyboard meetings) for the town, the two villages
and the two school districts. Determinations on what events are covered
are made by staff with an eyetowards balancing budgetary, equipment
and staffing limitations withgovernmental and educational access needs
as determined by thoseinstitutions (and therefor the public). LMC-TV
does also produce livecommunity event telecasts (such as Live Election
Coverage, the Fireman'sCarnival and The Emelin Street Fair) with extensive
participation fromcommunity producers and volunteers.

Q: WHAT IS LMC-TV?
A: LMC-TV is a non-profit corporation that administers
the Public, Education and Government access channels on the Cablevision
of Westchester system. These channels are defined in federal law and
are made available in our community through the cable franchise agreement
between the Town and Village of Mamaroneck, the Village of Larchmont
and Cablevision of Westchester.
Q: WHAT DOES LMC-TV DO?
A. LMC-TV aims to heighten community awareness and
increase community participation through the making and viewing of locally
produced programs. Its "mission" is threefold. 1.) Public access 2.)
Education access 3.) Government access.
Q: WHO RECEIVES LMC-TV?
A: Residents of the Town and Village of Mamaroneck,
the Village of Larchmont with cable TV.
Q: WHO RUNS LMC-TV?
A: LMC-TV is run by an Executive Director who acts
as station manager and is answerable to the LMC-TV Board of Directors
which is made up of local citizens. LMC-TV is financially responsible
to the Tri-Municipal Cable TV Board of Control, which is composed of
one member from each of the three municipal boards.
Q:WHERE IS LMC-TV LOCATED?
A: LMC-TV has two production facilities, one in the
Mamaroneck High School Palmer Unit and a second in the Mamaroneck Library
(off the Emelin Theatre lobby), and a business, playback office in the
Mamaroneck Town Center.
Q:WHO CAN USE THE EQUIPMENT AND FACILITIES?
A. Residents of Larchmont and Mamaroneck, including
residents of that portion of the Rye Neck school district within the
Village of Mamaroneck, who can demonstrate proficiency in using the
LMC-TV production equipment, or is willing to be trained to do so. Residents
who want to produce a show may also get people who know how to use television
production equipment, whether they reside in our service area or not,
to help them.

STAFF?A: LMC-TV produces a limited number of productions

Q:WHERE DOES THE MONEY FOR THE EQUIPMENT COME FROM?
A: The dollar amount was negotiated by the municipalities
and is set out in the Franchise Agreement with CablevisionI. Cablevision
pays it to the Board of Control. As stipulated in the Franchise Agreement
and the Federal Cable Act, the Board may use the money solely for capital
expenses associated with the production of television programming for
the access channels.
Q:HOW CAN I GET INVOLVED IN A PROGRAM ON LMC-TV?A: You can produce a program of your own, be a guest
on someone else’s program or work behind the scenes. Just drop by either
studio during operating hours and LMC-TV staff will talk with you and
determine the best way for you to proceed.
Q: HOW CAN I GET INVOLVED IN THE POLICY OF LMC-TV?
A. Serve on the board or an LMC-TV committee. A good
start is the Program Producers Advisory Committee, which was set up
for the producers and volunteers of LMC-TV to have policy input without
necessitating the kind of time commitment required of Board Members.
